[FOM] message from the moderator

I will be traveling until mid September and dealing with FOM business 
sporadically.

I have partially implemented the change in the status of the 
subscriber list: it is no longer available to the public. However the 
FOM information page has not yet been updated to reflect the change. 
Also, no method has yet been provided by which subscribers who wish 
access to the list can authenticate themselves to the software. I 
expect to deal with that when I get back.
