[FOM] upgrade to Mailman software

The Mailman software that runs the FOM list has just been upgraded, and 
there were some initial problems, now happily resolved through the efforts 
of Ed Osinski. (Thank you, Ed.)

Please resend any postings that you sent in the past 24 hours that have not 
been acknowledged.
