[FOM] FOM archive

I'm pleased to report that the original FOM archive has been successfully 
moved from Penn State, where it had been installed, to NYU and is 
accessible quite seamlessly. Thanks to Steve  Simpson for his help in the 
transfer and to Ed Osinski at NYU for incoporating the file into the 
mailman list archive.
